I can't say for sure but if you are able to download and play games from the Play Store then I don't see why it wouldn't work. EDIT: Actually the game requires touch screen to navigate the menu...

I did! I use Unity 3D. It's free to develop with until you generate over a certain amount of revenue. There are also a lot of online resources available in case you ever get stuck.
