Before you advance to the preseason after the draft, there's an option that says "Rookie Signings" or something of those lines, it's right next to where you can change players positions on the first...

I don't get the complaints about development, I mean, theoretically speaking, do scouts know if players are going to be easy to develop or not?

Maybe... I just know how it worked for me, I bought the trait before I scouted, still had 175, I scouted then advanced week and I had 200 at my disposal.

The trait won't take effect until the next week, but even then you're only given an extra 25 scouting points, bringing your total to 200 points instead of 175.

Not every player that gets drafted by teams in the NFL are going to be a Superstar, so I don't get the argument/question.

All draft classes are randomly generated when a new season starts.
