There are some issues with that with how the damage system works.

Breaching zero causes a KD always, and breaching zero on bleed through with say a jab feels super gross.

We had partial bleed...

I am privy to analytics that you guys don't see.

Trust me, if we buff damage to the head in any way it needs to be done very carefully or we risk having no decisions in the game ever.
