So at Payback(I think) Shane & Stephanie restarted the Reigns/AJ Match several times for there to be a clear winner. Yet they completely forgot how to restart a match tonight?

That's stupid. They already resolved this thing. On WWE Network, they said Ambrose retains due to double pinfall.

They couldn't just end Raw with that? Or have it carry on to SD?

I don't know where they're going with all of this, but it's a good way to get two World Titles without one of them being a second rate World Title like the WHC became. If say Ambrose is on Raw and the other two are on Smackdown and Ambrose retains Sunday and Smackdown make Rollins or Reigns their Champ, the title is already less prestigious than Ambrose's title.
