One thing I don't get, do you need to complete an entire tier to move up to the next one in fusion? Cause I got a common fusion card, but it doesn't let me move up to the uncommon fusion tier.

You just one card from the previous tier.... Once you get the common... You need the common fusion along with other cards to get the uncommon fusion
