Like the above poster said, there's a thing called 2K Share that lets you download rosters.

The game itself is much like previous versions- solid gameplay, great atmosphere, smart AI and deep legacy mode. Looks pretty good but nothing that will drop your jaw. If you love college ball you can't go wrong.

Since downloading rosters are mentioned here.

How does one eventually do that? I guess one should buy the memory card and transfer kit but once someone does that how exactly do you download the files and transfer them to the X360?

I'm trying to find this out for myself later on down the road.

Excellent question... Is it like Action Replay for the Xbox? Because I know how to use that.

If you get College Hoops 2K8(which is seems like you were/are considering) you can hop online with the built-in 2KShare feature and download other's rosters. Check out the forum here to find the latest and greatest version, but I got the game for Christmas and within 10 minutes of putting it in my Xbox I had complete named rosters. Very cool considering I used to spend 20 minutes naming my school alone and I never had time to name any others.

I can't be much help on any other games, but with CH you can get good rosters almost instantly with no extra $$$ involved(if you have an XBL subscription).
