It does work for '06 as well. I confirmed this last night while doing some mess-around simming (to see how the new recruiting worked). I always create some extra coaches at the end of the year and stick them on sucky teams I think have a decent chance to get a conference invite. It gets really annoying having North Texas play Fresno State in the Championship Game when neither team is from a good conference.
