I guess it would be better like everyone else said you can pick your coordinators then cause now I am hoping my OC leaves after this year so I can get someone who I can upgrade.

I think this is a bug, due to that fact that he used to be a head coach. OC and DC can only go up to level 27. So I am sure this is what is causing your issue. And since he was a head coach before, I am sure he will leave at the end of this season for another job.
