The commentary has two basic problems:
The first is that since they can't use likeness, all commentary is generic, which means it has to be limited to the specific action on the field, canned lines tied to certain outcomes. This COULD work better, but the second problem is that the canned line logic is too general in nature, it doesn't go beyond the box score most of the time. So there's all sorts of situations (QB throws the ball away and gets canned line #5 for incomplete passes rather than #6, which is the one that would praise somebody for throwing the ball away) where the box score result of the play could conceivably match the commentary, but the actual play on the field ends up being dramatically different from what is commented on. Basically the commentary logic guesses wrong.
I have a feeling this is tied to those RAM limitations and the coding jungles that these games have become. I'm hoping that next gen provides a total rebuild that really makes use of the system memory. Commentary will always be somewhat generic, it has to be, but it could be much more diverse and based on more variables, the correct tendencies of the players involved, for example, or a more finely tuned way of commenting on play results that meshes the plays called by both teams, the abilities of the players involved, AND the results of the play into something much more dynamic. The lines would still be canned, but they would be generated by a much larger and more precise data pool. It would also be awesome to get a couple more booth teams in there, say a total of three, and the game randomly chooses which pair you might get. There are ways to improve this, but it would take more work and resources on this gen than it's probably worth. I'm just glad the option works now. Commentary is a next gen problem.

THIS...and I think these games should start using unknown/no name announcers or actors. In my opinion, I dont necessarily need known guys in the both. 2K5 is a perfect example. Yes havung real guys adds to the realism but no-names could add so much more commentary.
