Fairly balanced overall to start.
I will keep the regions the same - but will likely switch some conferences to be more fitting once I have prestige as well as overall (for example, there are 4 86 OVR in the west and right now I randomly placed 2 in elite and 2 in high. Once I see prestige ratings i'll make sure the 2 with the best prestige are in the elite group).

Don't mind the formatting - i'm in a rush and can't fix it now.

In these promotion/relegation leagues, how often do non-top tier teams win the BCS National Championship?

all the times. I wouldnt even mind it if it was the 2nd tier winning but all the time it ends up being 2 teams from the lower tier that go undefeated and face off or something. If someone has ideas to fix this lemme know

This depends a LOT on how you set yours up. When I set it up with 6 regions / 2 conferences deep - I had it happen a lot. Last year I moved to a 4 region / 3 deep setup, and through 10 seasons I only once had a mid tier team make it to the NCG - and they were destroyed. Some of the keys I've found over several iterations:

- ensure nobody starts in the top 25 for a mid (or lower) tier team. If a tier 2 team is starting outside the top 25 it is very hard to jump to #2 even with a perfect season
- 10 team conferences for the 2nd tier. this does a few things: 1 - no CCG which gives them a big bump at the end of the season. 2 - 9 games against unranked conf opponents gives them only 3 attempts at an upset over a ranked team from the higher tiers.


Now with this year's setup I am expecting to see it happen more often given that my elite tier is only 32 teams total instead of 48 (4x12)...but I still don't expect to see it every year and I am not worried about it. If it happens too often i'll move back to 4x12 at the top as I know that works very well.

Something I like to do is having two "Elite-level" tier conferences, with each of their champions going to the same BCS bowl each year. That way, if you end up getting those lower-tiered teams in the National Championship, you can use your Elite BCS Bowl as the de facto National Championship.

This is not necessarily a guarantee, either, as you can sometimes get Tier 1 vs Tier 2/3/4 in the National Championship. Timeetyo (post above) has some good suggestions for using conference sizes to help manipulate rankings.
