Usage - by anticipation/predicting opponent's next strike you can 1. counter it effectively 2. COMBO BREAKER it interrupting his Hard combo.

How to input it properly - read my post above: the secret is to release Block JUST AFTER his Hook started (Block will auto remain about 6 frames after releasing the button) and input your counter - it will be launched just after his strike was blocked. Otherwise you will be late and no Reversal happened!

Signs of TRUE Block counter - this strike will has nearly twice faster execution, so it looks like there was not blocking phase at all.
