Yup. The AI strictly adheres to the system and rests players when the time comes in all simmed games (whether for AI or user controlled teams). Fatigue has been a weak point for as long as I can remember (too little for pitchers and too much for position players IMO).
The rate of energy lost was tweaked at one point a few years back (though it is still too high) but it's been in need of attention for far too long now. I would rather see a slower rate of decline and then a larger in-game penalty (via injury and performance) once whatever threshold is reached (making a separate energy rating both necessary and meaningful). As you mentioned earlier, there is very little in-game impact as it currently stands (thankfully, given the rate of loss).
I imagine it could be a pretty large undertaking to overhaul the system the way I'd want it though (for various reasons: stat tracking, progression, bench play, etc) as I would love to see this trickle into depth charts, auto subs/preset off-days, DH use, call-ups/send downs, and player and manager traits. So, at the very least, separating durability and stamina ratings and, perhaps, providing a slider or on/off option related to progressive fatigue would be a nice start.
One of the frustrating things for me with these yearly sports releases is how certain things are seemingly tweaked each year and others are left to get stale before being addressed (or flat-out removed in some cases). Energy and the more overarching aspects of depth chart management is one of those areas in need for The Show IMO.
I know there are various priorities, technical limitations, resource restrictions (time, money, and otherwise), etc, etc. and I trust SCEA's judgement FAR more than most, so I'm not criticizing on that point. I'm just hoping the new hardware makes for far less "either/or" type scenarios as we move forward. This is the franchise I'm most excited for in that regard.
