i dunno..... i like having Int at 40... im open to toying with it though. as i said i dont get many Ints at all with my CBs with the way i have it set. but maybe its because i dont have very high rated CBs at the moment.

I'm in my second season with FIU, using your sliders exactly like you posted in the OP (fatigue off in MM, on in dynasty).
One problem I still have is that the CPU always seems to be overpowered at the beginning of games. Usually they score on their first 1-2 drives and I get sacked a lot or my RB fumbles. It just seems like EVERY SINGLE GAME the CPU gets a boost at the start so I have to come from behind. Then in the 4th quarter it's usually the other way - my offense is clicking and CPU receivers start to drop balls or the CPU QB gets sacked.
This is not just based off one or two games, this is based off almost 2 full seasons of played games. I've been behind at halftime in 22 of 23 games and managed to come back to win 18 of 23 games. It's like every single game has the same 'story'.My Miami Dolphins HC 09 dynasty:

Yes, but that doesn't mean anything as my opponents are just as bad as we are. Opponents are teams like FAU or Old Dominion.
I routinely have to come back from 20+ point deficits at halftime. Sometimes I can make it, sometimes I can't. But every game plays out the same. CPU gets ahead by 2-3 scores, then I have to come back. Only thing that differs is the end result.My Miami Dolphins HC 09 dynasty:

This is exactly what I was talking about. Me (FIU) playing CPU Marshall. At one point I was down 40-0, almost came back to win it at the end.
In Q1 their RB had a couple of runs where he broke 4 or 5 tackles and went completely beastmode. I called the perfect play to stop him but he just ran through all the tackles. My RB fumbled the ball twice.
In Q4 the CPU RB can't get anything going, can't break any tackles while my defenders suddenly start to make plays (CB getting INT, LB forcing a fumble).
As I mentioned before, I put the sliders in exactly as you recommend in the OP (I'm on PS3, if that matters at all) but I have to play comeback every single game - there is definitely something wrong with gameplay.My Miami Dolphins HC 09 dynasty:

Hmmm...interesting. Are you unsung coach sub frequency at 50 for all coaches? If not, there is your problem right there. If you are, then I don't know...I just haven't been seeing the same thing. I've had the CPU get off to slow starts and finish strong, I've had the opposite, I have had games which were back and forth, and I've had blowout for both sides.My Miami Dolphins HC 09 dynasty:

There are three things with fatigue:
1. Autosubs need to be set to default 60/80
2. The Fatigue setting should be set to 'off' in the main menu and 'on' in dynasty.
3. The sub frequency slider is yet another fatigue-related slider, but this one is for the coaches. You adjust this in the edit coach area.
If you're using my roster, then yes, everything is globally adjusted, you're fine.
Burnum: thanks for the responses....it sounds like everything is in order. It is possible that there is something the guys did with that roster which is throwing things off somehow. I haven't touched it because it isn't finished yet, but if they're using lower than EA's typical stamina (and possibly injury) ratings, then maybe that is the issue. If you don't mind, download my 2013 roster from the locker (under the name JoshC1977). Give it a try for a couple of games and see if you have similar issues. If you do, either a) your settings are 'off'; b) there is something in your style of play causing issues (I doubt it though); or c) there is some other factor in-play here that is unknown.
Edit: I will download those In-Progress 2016-2017 rosters and take a look from a ratings perspective and see if anything looks dramatically different. Thanks for all your work so far. For the moment I've put fatigue back to ON in the MM & Dynasty to see if it makes a difference. In the first game I blew out Western Kentucky 56-31 and it seemed to be much easier at the beginning of the game against the CPU with fatigue on in the MM. I'll test it for another couple of games to see which gameplay I like better (either easy gameplay or having to come from behind in every game).My Miami Dolphins HC 09 dynasty:
