Meh, I didn't really have a problem with the strategy
Some have suggested that Harbaugh violated the spirit of the rules by telling 10 of his players to commit an obvious penalty, and NFL V.P. of Officiating Dean Blandino says that’s something the league will examine in the offseason.
“It is kind of a loophole,” Blandino said on NFL Network. “All the Ravens players pick a Bengals player out and just hold him. The idea is, ‘We just want to bleed the clock.’ . . . I think you’ll see the competition committee review this.”
There are easy rules changes the league could make to address this situation. One would be a rule saying a half can’t end on an offensive penalty, just as current rules say a half can’t end on a defensive penalty. Another would be something like a reverse of the 10-second runoff rule, which could mean putting 10 additional seconds on the play clock if a team with the lead commits a penalty in the last two minutes of a half.
Harbaugh has come up with a good idea for how to take some extra time off the clock during an intentional safety, but it shouldn’t surprise anyone if the NFL puts a stop to it next year.
