If true, I like it. There's a good arc with Hugo Strange that takes place while GCPD is trying to capture Batman. Forget the name. In that arc Catwoman also is in it so it should be interesting.Comment

The "Prey" arc. He's hired by Gotham to try and help bring Batman in, but he finds out his identity first and becomes obsessed with "becoming Batman" so to speak, and it goes from there.
Or there's this one you might be referring to with Catwoman:
Following that, Strange reappears as the head of a gang of super-criminals attempting to take control of Gotham's East Side, then controlled by Catwoman. Catwoman joins Strange's gang, then allows its members to "find out" that she intends to betray them, faking her death when they attempt to eliminate her. Keep in mind that Penguin CAN be done realistically. He's just a short, fat, long-nosed gangster.
Now that monster in Batman Returns may have been called Penguin, but it's not the true way of the character.Comment

I'd hazard a guess that its those folks who don't read comics very much, or even at all, who would have the most difficulty with certain characters as potential villains. Almost any first or second tier human member of Batman's Rogues Gallery could easily be a great movie villain.
The costume design, and most importantly, the script are everything. IMO, the villains in this latest films need to be 180 degrees different then the Joker in temperament. Quietly menacing, with clear cut motivations for their actions. Obviously engaging in criminal deeds, but lacking overt antisocial behavior and/or displays.Jordan Mychal Lemos

There's a rumor that Talia is in the film and Selina Kyle may not be. Either way, Christian Bale is/has screen-tested with potentials so hopefully we can get an official cast announcement soon.

Not necessarily. Talia has played both sides in the comics, so she could be the female villain while the love interest is another character.
