I know absolutely nothing about PC specs so using that Systems Requirements Lab site, this is what I have:
CPU: Intel(R) Pentium(R) CPU G620 @ 2.60GHz
RAM: 4.0 GB
OS: Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit
Video card: Intel(R) HD Graphics Family
Sound card: Realtek High Definition Audio
Apparently the areas I don't check out on are the CPU and my video card (SimCity 5 needs at least 256mb of video RAM. you may not have shader 3.0 support so this may be a waste but try going there, use the command line
-availablevidmem: Set amount of physical Video Memory(ex. –availablevidmem 0.9)
for instance you would do the -availablevidmem 4.0
that would take some of your ram memory, and multiply the number it uses of it by 4 of what is already being used for your video card, since your already using integrated its basically doing this already, just puts a cap on 64 mb which is pitifully low, what this will do is increase the cap
this will fix your problem on that, but like ive been saying you gotta find out what kinda shader support your graphics chip hasComment

ive been focused on selling oil/fuel so i dunno, but i'd assume go to the tourism tab in city specialization and buy more of those buildings they should attract tourists, also have a mass transit system in place if you don't alreadyComment

Like Serb said get some of the tourism buildings, mass transit (airport probably brings the most) and I'm pretty sure having higher land values help as well. I was going to try this because my gambling house kept losing money. So I ended up demolishing it because I had no room (or enough $) to start plopping down Big ben and the Eiffel tower and all that good stuff.New York Yankees

The size of the cities definitely is a downer. I couldn't get good gaming in yesterday though.
Do the skyscrapers pop up through a good economy? I have some high density streets and still nothing.Comment

I seem to be stuck at about 140k people as my max. I have about $2m right now as my consumer electronics industry makes me about $800k in profit. However, I just can't grow. I am thinking about saving about $10M and just blowing up my city design and starting over.
They need a bigger map for sure. You should be able to have some suburban sprawl in this game. Not everything should be highrises.
Anyone need a gift to get their city going again let me know.
Also, I have started researching the solar panel great works for our regionComment

To get skyscrapers you need the roads to support it. Then if you left click on a building there's a happiness bar when that fills up to the next section they the building will reconstruct its self. So basically as long as you put down roads, and the people are happy (and there's room on the given area) it will advance its self. Just takes a little time and you will have skyscraper city in no time.New York Yankees

Anybody know how to make a perfect half circle road? I can't do a full circle because it's near the coast and it's telling me i need to build bridges. Any the other tools aren't quite as perfect as I would like (unless i'm doing it wrong)Comment

Try using the arc tool and I am not sure but hold shift to see if it creates perfect half circle like it does perfect square.Comment
