You always start off low everything by default - homes, factories and stores.
Residential = homes where your sims live
Industrial = where the sims work
Stores = where they shop
Now that is out of the way, any sim in your REGION that is connected to you can work or shop in your city without actually living in your city.
Even though you have up to 16 cities per a region, they all broken up into 4 city clusters. So at the max, you can only be connected to 3 other cities UNLESS you have an international airport.
By default, all the sims are dumb. Because of this they do dumb things, like cause a lot of fires, have a high crime rate and tend to produce and work in jobs that causes a lot of pollution.
You make your sims smarter by making schools. Which are grade school, high school, community college and university. Smarter sims produce better factories that are less polluting which in turn produce more high end stores. To get richer sims in your city you have to increase the land value. You increase land value by putting parks and tourist attractions every where.
You also have to learn how to use the tax system. Once you get the department of finance, you get separate tax level by class(low,medium and upper). Quite naturally higher end factories, sims or shops will come to your city if the tax for their class is too high.
Basically you want a balance of the 3 zones. Don't ever want your industry or shop zones bigger then your residential. When that happens a worker shortage warning will pop up. Now if there are tons of people in cluster of 4 cities, some of they come and fill the void. However if there isn't a lot of people in your cluster, then those factories and shops will close up due to no workers. Then you will see dozens of abandoned buildings all over the place.
Same thing happens if you have high tech industries but a dumb population. They will close due to unskilled worked force.
Just some the basics to get you started.
1. Keep your industry and residential zones FAR away from each other. People don't like living next to factories and they will end up getting sick more often.
2. Always zone houses 1st, then industry second and shops 3rd.
3. Water tower and power source need to be built asap. People won't move in without it and will end up moving out if they go without it for too long.
4. Rich sims are health nuts, education nuts and hate crime. Therefore you going to need a lot of clinics, police stations and schools to keep them happy and attract them to your city.
5. Tourists make you money. Build a train station, airport, regional bus depot or ferry to get them into your city. The better your mass transit system, the more attractive your city will be.
Far as when to re-zone, it will come eventually when you run out of space for something you need or you run out of water in one spot and have to go across the city to tap into some water over there.Comment

For those doing trade, I found out it's much better if you do not create an intersection right by the highway entrance. Allow the road to go further into your city before you create an intersection, otherwise traffic will back up on the highway, including the trucks going to your trade depot/port.

Apparently, at my shipping dock, I don't have the rights to add an Alloy storage lot to my trade port....even though I've already placed one before....AND I meet the criteria.
I've reached the tipping point. I'm going back to minecraft. I'll still invite people to OS Ville 2 if you request, but don't expect me to be there with youComment

I'm sorry my friend. That is me. I just destroyed my town because traffic was ridiculous. So all my criminals, which is wierd because I had a university and not much crime before I leveled my city, I guess came to your city. I'll make it up later and send you some resources later or something. I'm trying to get us a great work here pretty soon.Comment

So I'm new here, but I hear the game is unplayable? I love Sim City, but is it really that bad? Are there plans to fix whatever it is that's wrong?
The videos look incredible, but then again we are talking about EA lol.

I'm the opposite of an earlier poster, I only play when I have hours to do so, I can't just play for 15-30min, especially starting a new city.

I thought I was pretty good until I went to Youtube. Now I'm kicking myself thinking why the hell didn't I think of that ? Over thinking is a killer in this game. Alas I have new ideas to try. That is one thing I love about Youtube, no matter how much you know, there is always somebody else in the world that know more then you. Pretty good tips.
