Tracer so far has been the only option I've found that can really deal with it without a disproportionate amount of team coordination, and even then it's only if you land her ultimate ability.
I've seen some good bastions rip through Pharah's trying to rain down on him and immediately get back to mowing down the opposing team. Even without a RH shield it takes 3 direct rocket hits to kill him, and it only takes 1 second for Bastion to annihilate Pharah. That's enough of a distraction for a coordinated team, but that's a lot to ask for from the majority of teams. Especially when you figure that the shield is going to absorb a lot of that damage leaving both relatively injury free unless you get right on top enough with the Pharah to shoot over the shield.
As for Genji, most of the times I've seen RH/Bastion combo there has been a lot of open field in front. So it would be difficult to get close enough to slice through, and I don't think he's going to do enough damage with his deflect to melt the shield and kill them before it runs out. Also, if the bastion is smart he will just hold off firing for a second once he sees the the bullets reflected on RH. Genji is a great counter for a solo Bastion though.
Junkrat I've seen/thought of being an option, but it's often times map specific. Certain maps it just won't work on, and some that it may work on are dependent on the Bastion/RH teammates letting you have that prime position to bounce grenades from. there are definitely some though that it works great on.
True, but how much protection do those other characters need with Bastion laying down covering fire? I mean, already in most cases RH isn't protecting the other 5 members of his team at all times.
