It still has it's bugs and issues but even when its working properly some people will get into groups easier than others. ESO follows the same pattern as other fantasy MMO's that have the standard group "synergy" for dungeons. What I mean is you have 1 tank, 1 healer and the rest are more dammage dealers. Just like other MMO's with this type of group synergy most people want to just dish out dammage and be the "killers" in the group. Also, being a DPS (dammage dealer) is the easiest and most stress free role to take on in a dungeon group. Tanks and Healers have the harder jobs and the pressure and both those roles honestly require more skill. Tank needs to keep the boss on him, and not on the rest of you. The healer needs to keep the tank healed while the boss beats on him, and keep an eye out for any dammage dealers in your group that wasnt paying attention and got whacked a few times.
With all of that said, tanks and healers are the minority of class types people play. So when you go into a group finder and you are a DPS'er and you highlight that as your role, youre usually going to wait longer to get in a group than a tank or healer. It's all about supply and demand.
I tank on my main character and it usually takes me about 10 minutes to get in a group, which really isnt that bad. I just que it up, set my role as the tank and just go about my adventures until the group fills up.

. I'm still only at the beginning, just got to level 9, but the game is amazing so far. I'm still trying to get my head around all the skills and upgrades but love the experience of it.
