New Refineries would definitely help as the efficiency, cost, and waste would be increased from new machines and processes.
OPEC controls a lot more than you think. OPEC doesn't have to offer every company/country oil at the same price. If the US starts producing a lot more oil or try to hurt OPEC's power, OPEC can simply raise the price for the US. OPEC has enough supply to control the world market, directly or indirectly. Unless you are ready to get all your oil from some where else, you cannot mess with OPEC.
Another thing is that the move toward other types of gases, has other consequences. Food prices are going up now because the US farmers are not growing for food, but for gas. Why would you sell your crops for food if you could get maybe 150% or more selling the same exact thing for gas.
