To be fair, as far as rotation goes, their depth is pretty tragic. Ghoulam got injured and his replacement, Mario Rui, was literally personally at fault for them losing quite a few games. Milik was injured for most of his time at Napoli, Ounas turned out to be terrible. Their backup defenders are guys like Tonelli, 35 year old Maggio and Chiriches. The only rotation options he has that are even remotely close to the quality of his starters, are 3 center mids, two of which play basically the same position (Zielinksi and Rog). Napoli's youth are also pretty bad, he wouldn't have had any good enough to actually play.
As for sticking to his formations, the biggest difference is that a 4-3-3 is far more expansive, and flexible than 3ATB. 3ATB is very niche, and once teams figure out how to play against it, you run into a lot of trouble very quickly. I think most people didn't necessarily hate Conte's system as much as him playing wildly out of form players week in and week out.
Also, I think probably you can chalk his lack of trophies up to being in the same league as Juventus. He got 91 points which is good enough to win the Prem 9 times out of 10, and finished 2nd because Juve are basically robots.
Personally, for what the club is trying to do and the direction they seem to want to go, I think our best options are Jardim or BR. However, I definitely wouldn't mind giving Sarriball a shot.
