This is actually much more complicated than you think, especially with some players preferring OOTB versions of the game now.
OOTB - Originally a player's goals were set when advancing into the preseason, and again (if positions were changed) when advancing to week 1. This was the same for all positions and it meant you could give a backup QB the FB season goals when going into Week 1 and then change them back. However, the Madden team must be reading my tips as some of them were patched... see below.
Patched version - season goals will be set when a skill player plays in a game. OL and FB are different in that they set at the beginning of the pre-season and again when advancing to Week 1. So if you move a HB to WR, they now do not keep the same "rush for X yards" season goal, when they are used in a game (registered at least 1 play) the season goal will change to "catch X passes". When changing an OL to say TE or FB, the goal will change when they have a play in game, but I haven't worked out yet if they retain the same OL goal or a new OL goal when moved back into position. Note that a skill player who does not play a single snap all season will not show on the Team Goals tab and therefore will neither advance nor regress due to missed goal (but will for age etc).
