Add COMMISSIONER FUNCTIONALITY

By that, I mean give those of who run 32 Team CFMs things to do

Let's face it - Players get into trouble during the football season (One needn't look any further than Antonio Brown)

Now to avoid "Political" issues with online CFM, I'm NOT suggesting that Player Disciplinary Action Functionality be made an online CFM option as we all know if there's A WILL for someone to abuse the option, there's ALWAYS A WAY to abuse the option

But there's no reason I can think of that Player Disciolinary Action Functionality shouldn't be made an OFFLINE CFM option though

I could see it added as per of the scenario engine. Like, a player with certain personality traits (already in the game) says something to a fan who was heckling them after the game and the commissioner has suspended them for 1 game

I have had hope for years that CFM could be something special. All that is about as dead as dead gets now. They don't even care enough about the mode to let us play it. How are they going to innovate when they're too focused on MUT to fix the servers?
