Off-season FA signing

Not sure how, but when I offer a FA a contract and I’m the only one, when he doesn’t sign with my team and is still a FA. How does he end up on a roster before you can sign FA at the beginning of the next season?

They will hold out if the contract isn't good enough. So getting the bar to green is good, getting over 100pts is best. If yellow, orange or red then they might not be interested. Also cpu will snipe players at advance and don't show as interested at the time (keeps you on your toes).
