lol I live in Syracuse, NY The Snowiest city in America, and i can say for certain that is not Fog. Fog can form in snow, but that is most defiantly Lights reflecting off of snow to give that distinctive white out look.

This .. that isn't fog by any degree ..

Just a ton of snow flying around .. take it from the Canadian ..

When it's that cold .. the air is too thin and dry to cause fog ..

It certainly can fog when it's snowing. It can also fog when it's raining. Fog just occurs when the dew point and the temperature are near each other and this often happens when it is precipitating, thus the fog. Fog is also more likely to form when there is a good amount of soil moisture and rain or snow produces this.

I remember during the heavy snow this March it was quite foggy and made the snow appear heavier than it really was.

Not to bring up 2k5, but ......during rainy games or snowy games, when they would show replays from cameras that were far away, the snow or rain in the air would cause a haze effect, very similar to what you are seeing here. Now, to be clear, it was not very obvious from the gameplay camera....but during certain cut scenes and replays it looked foggy as could be. So we know it can be done. Adding haze to an environment is like a clue to your brain that there is distance between objects.....a building off in the background should not be as clear as a person in the foreground....air diffuses the image in the distance, even when there is no snow, fog or rain. This helps to sell the illusion of depth. When showing the playing field from far up in the bleachers, it adds to the realism too.

Hope they add this eventually!
