Yes, everyone (console and PC alike) can rebrand all teams, but that comes with a caveat -- you must have the console/PC connected to the Internet to do it. 2K is using some form of server/cloud storage to expand the rebranding capabilities of all parties (from what I understand based on the answers given by the devs in a few threads).

Since anyone with a console/PC is extremely likely to be connected to the internet at this point, that shouldn't be an issue. Now, it's been speculated that if those servers 2K is using go down or have issues, you won't have access to all the rebrands, but this hasn't been confirmed. I'd guess that the first 3 rebrands are held on console/PC memory and every rebrand after that is saved on the server/cloud.

With the ability to DL team schemes for both rebranded teams and expansion teams, creativity should be allowed to roam pretty free. The lack of alternate uniforms hurt, but changing the team scheme on the fly seems like a viable alternative at this point. We'll know more when the game releases of course.

Are the jerseys made of mesh this year? Last year the mesh underlays and the solid overlays were mixed up so all the jerseys were solid as opposed to mesh. If you check out the hoops at the top of the Wizards real jersey and the Wizards style template in the jersey creation you'll see what I mean.

wow was really hoping we could relocate all the teams but six is more than 3 so i guess im good with it
