Yea that sounds good... Make subs in the pause menu then you still get your full timeout to make actual gameplay modifications if you want!

Just played a full game using on the fly subs. Worked 95% of the time for me. If you sub in game after a foul, you have to do it before the replay happens. If you wait until the players line up, it might not work. Going to the pause menu will guarantee your subs will work. Even after each quarter or halftime, as soon as the game comes from the halftime show or switching between quarters, pause it make your subs. It will work.

I'm sorry but the "pause workaround" doesn't work if you are playing online. This needs a patch badly.

Hopefully this has been reported in the bugs list thread. Patch needed do this ASAP!
