Not in the first year, which is what I'm gathering that the OP is talking about. The original team can offer a 5th year and higher yearly raises off that first year salary (7.5% as opposed to 4.5%)

What is baffling me is the inability to make the same offer as any other team.

It's because as of this past offseason Durant was a nine year pro and not ten therefore he is only eligible for less of the percentage of a teams cap than Wade who has over ten years of experience. 10 is the magic number.

Because Wade has been in the league longer than Durant. The more years you have, the higher your max salary is. That's why there are different tiers of max contracts.
