I'm sure Puma will be in just because the top rookies are signed with them but you'll only be to customize them if they are added by the NBA as official league shoes. If they aren't sanctioned by the NBA then you won't be able to customize them.

This is somewhat related, but 2K needs to create a better Shoe Creator. The one they have no is almost impossible to yield anything worth looking at. At least from all of the creations I have seen. I'm sure that its on the back burner as far as priorities go. But it is something that is kind of a sore thumb in my eyes

What’s sad is because they were supposed to or at least there was a rumor that it would be updated for 2k18 but that wasn’t the case. I’m not going to get my hopes up for it to be in 2k19 either because it’s literally been the same since last gen which is a shame. If I’m a dev I’m doing everything I could to make sure gamers get close to the experience they are looking for when it comes to creation and making things for the game. I’m an artist so with the addition of custom uniforms and arenas, I’m glad we have each of those but the sneaker creator def needs an update.
