I hope not. But then again I just remembered that Far Cry always puts it's villains on the cover. So maybe there is hope. We will see.

The devs have said part of the inspiration for the game is the recent surge in militia and fundamentalist activity in the US.

Hopefully the game resembles Bioshock and Spec Ops where it had something meaningful to say about these nutjobs, and tied gameplay mechanics into the themes raised. It would be a waste if they were just another reskinned enemy.
