Don't be so sure it is over. I follow a number of Spurs websites closely, and the alleged story behind this is that Man C. are big time ******. Their owner is apparently currently a fugitive, and the board and Hughes are having a huge row over attempts to sell players behind his back. Don't be surprised if there is a resignation. As for Corluka, this is not 100% verified, but the word is that Spurs passed all the requisite paperwork on to the FA, and then City tried to go back on the deal to please Hughes. Legally, if true, he is our player, and Spurs are prepared to go to court over the deal. All in all, huge mess.
