You are aware that when Felix Hernandez won the AL Cy Young in 2010 his win loss record was 13-12, correct? Wins and losses are two of the most arbitrary stats in baseball and can be affected by a large number of factors that are completely outside the pitcher's control. I'm not saying that wins and losses are completely useless, but the fact of the matter is that there are many stats like; WHIP,Quality Starts,FIP,XFIP, and SIERA, that offer a much more accurate depiction of a pitchers true skill level.
