what words? to add borders select what you want to outline, then click SELECT>BORDER and mess with the options.. then fill it in with color

rescale the boundry to 256x256 not the image, then rescale the image, as long as it stays inside the boundry you'll be alright

yea i have basically been trimming as much off of the edges as i can then re-scalling..
