This, and I hate it. I often find myself reloading the game until I can get the least amount of players leaving early on other teams.

Not always...some players are convinced to leave no matter what.

Devin Gardner was a 96 OVR RS Junior, couldn't get him to stay after throwing/running for ~70 TDs

Again, if the system I'm guessing is a part of it, then yeah. If it's a RNG, and the number is (no way this is it) 1-100, with 1 staying and 100 gone no matter what, then they get a 100 and they're never getting talked back. With each player, the variables would be different, but it can end up being the same way no matter what.
