tl;dr: EA Support Rep on FB says "The team is aware of this and we'll be updated on it as soon as possible. They know it's affecting players and working on it."

Asked if this meant it was for sure not being decommissioned, he replied:

"Correct. It should be up and they're aware of an issue. The game's servers have officially not sunset via our site so the team is working on making sure it's up. https://www.ea.com/service-updates/2018 "

It is still broke for me and they act like they won't touch it. I would like to see them do a reboot of the server to see if it is memory leak. I just don't know how much longer I still want to do online dynasty without the website.

Not to rip apart your hopes and dreams, but it sounds like quite literally everyone is getting different answers. It's been down for weeks at this point, it would not take that long to resolve the issue unless they have no intention of doing so.
