That there is not going to be GM Connected, EASHL, Live the Life and a couple of other game modes that online fans loved. But there will be a Be A Pro mode.

Some of us have gone through this pain before with NBA 2K12 suddenly having lost their EASHL equivalent without any note from the devs. It's finally coming back in 2K15.. but so far only for last gen (don't ask).

They detemine budgets, and also "back of the box features" So after making sure everything that the publisher want in is in, they have to have enough money, and time left over to do their thing.
