If the runner's secondary lead is big enough (which normally it is) then it is entirely possible.
The timing thing explains why it never seems to happen when telling a runner at first to go home on a gap shot. There isn't a slowdown in that case, but there is a slowdown almost every time when sending a runner home from second.
I believe Russell even said that the slowdown is a result of making a late decision to send the runner home.
