Ok I tried these and def like the flow. I only changed the following:

Speed with. 65 (Max)
Speed with. 40 (Min)
Acc with. 85 (max)
Acc with. 55 (min)
Speed without 75(max)
Speed without 50(min)
Acc without. 85(max)
Acc without. 55(min)

My reasoning is better flow when back peddling and Branching animations. Looks a little smoother and just a little more in control.
65 Game speed gives a great flow by both sides and reaction to blocking , jumping and shooting is instant without delay. Passing is so much better looking on this speed. The speed and animation of the passing opens up the floor and rewards open ball players without having that delay on lower speeds. I think I shot around 45% in which I was happy about. I never felt not in control and could at least put players in position to score.

Alright so I tried your tweaks and they do add a little more weight to player movement, which I really liked, but I felt it made players just a step slower than I was aiming for.

I came up with a good compromise between your tweaks and my original settings (which I've updated the OP with) that keep that added weight from your tweaks, while still making sure players are fast/explosive enough for my taste. I think these new settings are going to be my "final" movement settings, so I'll be moving on to the rest of the slider set from here.

Just to check in with you guys:

I've been making some fantastic progress today and should have a full base slider set ready in the next day or so. I'm still fine-tuning on ball defense, dribbler/defender collisions, and AI offensive tendencies, but I'm loving what I see so far. I'll probably settle on most of my tweaks tonight, but I like to sleep on it and come back to the game the following day just to make sure I'm still as happy with the gameplay as I was the night before (other slider makers can attest: sometimes you just start to burn out and your mind is quick to be happy with the results just so you can stop testing for the night ).

Also, for the movement sliders currently posted: I might set Game Speed back to 60. The added weight to movement is noticeable, while the explosiveness lost in dribble/gather moves is not substantial enough to offset the improved feel and look.

Game Speed should be set between 60-65 based off user preference, but I think I'll be going with 60 from here on out.

Ummm is it just me or did 2K do something to game speed today? Everything felt great last night, but today it feels like everything is in fast-forward. I even moved Game Speed down to 50 and it was still too fast...

Am I the only one seeing this???

I think it's a bug as well. I've had this happen in the past, where the game will feel completely different all of a sudden in regards to speed in movement, and I'm not sure how to fix it. REALLY makes testing sliders nearly impossible

EDIT: Alright I think I figured it out. I put my PS4 in Rest mode with the game still open last night, then turned my PS4 on today and played from there. I think the bug is caused by Rest mode and not closing the game. After closing out and restarting my PS4 the issue seems to be resolved.

This is why I disconnect from the internet. Usually about a month in I shut it down . Been doing it for years . If they add shoes , I might think about connecting , but 2k is notorious for that

Yeah idk what happened. I thought the game played good last night with my sliders inserted (first night playing) then tonight everytime I missed a shot I got smoked back down the floor in transition.
Hopefully this is fixed by shutting the game off? Thought I was crazy.

Not exactly sure when it will get posted. Still tweaking a few things to make sure it's worth posting! Once I'm happy with the gameplay I'll get it posted, so it should be soon!

Looking forward to it. Have u noticed green release window is smaller when adjusting sliders? Like default SS vs custom, it's easier to green on default. Play the game enough you'll notice the difference

I thought I was just terrible at timing shots lol I’ve hit so few greens this year, it’s insane! I only played half a game with default sliders before I had to quit and tweak the movement sliders, so I’ve been almost exclusively on “Custom” difficulty, but that might explain why I almost never green my shots.

Same issue here with the fouls. I was able to get a bunch of charge/blocking fouls when I set Shooting Fouls to 0 (just to verify the CPU foul sliders affect how often the CPU defense is called for a foul), with a lot of new animations triggering when I attacked the basket. With Shooting Fouls at 0 there were fewer shot contest animations (that normally result in shooting fouls) and way more collisions resulting in block/charge calls. Obviously we can’t leave Shooting Fouls at 0 or we won’t get many free throws, so this “solution” is awful :/

But now that I think about it, maybe just reducing the “Contest Shots” tendency slider will lead to more of these collisions below the basket that trigger the block/charging calls, that way we can jack up the Shooting Foul slider and get a balance of clean contested shots, blocking/charging fouls, and shooting foul calls! Hmmm I might be on to something!

In years past, you could just get blocking/charging calls by increasing the foul sliders and, if needed, improving on-ball defense and defensive/off ball movement so that the defenders would stay in front of the dribbler and draw the foul. This year you can keep the defender in front, but the game refuses to trigger the right animations to get those calls as shooting foul animations have been set to be much more prevalent. I’ll get this figured out!

As for perimeter shooting fouls, I actually saw about 1 per game at the default HOF Defense and Foul sliders. The Defense settings are my main focus right now as they still affect so many aspects of gameplay, so I’m working on fixing this issue as we speak!
