Two things to note:
People commonly mistake what the word "intent" means in a legal context. It does not require that his goal was to incite violence. At the most basic level intent only requires that he was aware that his actions could incite violence (or whatever the case may be).
Second, the exact wording of the law:
(a) Illegal to taunt police animals.--It shall be unlawful for any person to willfully or maliciously taunt, torment, tease, beat, kick or strike a police animal. Any person who violates any of the provisions of this subsection commits a felony of the third degree.
So you don't need to be the best lawyer in the world to convince the jury that he was trying to get the dog to bite someone. All a lawyer needs to do is demonstrate that the player was aware that his actions would cause a reaction in the dog. That is very easy to do. Again, it is not necessarily about whether or not he was trying to illicit a reaction, it is about whether he was aware that it could. Try convincing anyone that you had no idea that barking and shouting at a dog would not illicit a reaction.
It will still get thrown out though.
Not that surprising at all actually. Campbell was the definition of a puzzle piece and DC is all about the next superstar saving the team. RG3 was a top 2 pick, played an exciting style, was outspoken, and looked unstoppable when he actually started playing in real games. Campbell was solid but none of that. It's stupid he didn't get more support, but not surprising.Comment

Count me in as one of the people that liked Jason Campbell. He was never going to wow anybody with his style of play but he had a good grasp of the pro style offense and how to execute it. It sucks that he wasn't given the fairest shake in the world but that stint in Oakland sure looked promising. The NFL doesn't seem to have room for game managers/stalwart pro style type guys anymore. This is why while i'm hoping Connor Cook will be a stud i'm a little worried that he might not pan out. He does more things than Campbell did but by and large that Michigan State offense is a juiced up version of the old pro style offense. Saying that though, no Iowa QB is ever going to get a shot in the NFL the way the game is played these days.
