When I was looking at LCD TVs a few years ago I was told anything under 40 is good for a TV.
For monitors I only use the gaming 1ms kind, so I don't know what is good for the panels meant for image quality over performance

You are confusing response time with input lag.
What is response time?
The response time of a display is how quickly it can change its pixels from black-to-white or gray-to-gray. A display while turned on usually shows a black screen when nothing is being shown on it, and the time it takes to display a gray or white pixel from this state is recorded as its response time rating. So those pretty logos you see on the boxes of displays that state “2ms”, “6ms”, and so on reflect this measurement. It simply dictates how fast a display can go from a black-to-white or grey-to-grey pixel.
What is input lag?
Quite simply, its the delay between a button press on your controller and what results on the display. The amount of delay varies between different displays (and is one of the reasons this website was founded, to fight this ignorance), and it can be very hard to detect without lots of experience. Its also something that wasn’t easy to measure, due to the complications of old methods. Thankfully, we have a new method that simplifies this process.

I think he is confusing response time to input lag which is different
22 ms of input lag is incredible as the best monitors are at 10
HDTV in game mode for most part have 45 to 70 ms input lag and out of game mode about 120 to 150
Playing competitive shooters on the new samsung hdtv is almost as good as a monitor with just 22 msComment

I have a dumb question
If I use a standard Bluetooth speaker or headphones only (Sony wireless golds) for my One should my hdmi audio and optical audio settings be set to stereo uncompressed?

Honestly, if you going to be playing a lot of video games you really should just get yourself a nice gaming monitor...can't beat it.
I have a 24 inch Asus that I got on Amazon for around $180 a few months ago, comparable to the 24 inch BenQ version. I can never go back now.
