I was in the same predicament as you. I went with Liar and Katsumi just because I want to find out who the shadow broker was and get a new character.
Then I caved five minutes later and bought more points for the overlord.

Overlord is like 1.5-2 hours. Don't think it was very important.
Kasumi is is a whole new companion so unless you're playing through again the mission itself isn't very important. It was a nice change,the gun was useful and her teleport ability is sweet but also 1.5-2 hours. The value is having her for a playthrough.
Lair of the Shadow Broker is 2.5-3.5 hours and seems really important so get that for sure.Comment

LOTSB
Overlord
Kasumi
LOTSB is an absolute must to play. Great ending to the DLC and a nice reward afterwards if you are really into the Mass Effect fiction. Kasumi's is good if you are still in the middle of the game and want a new character and gun, but I found the actual story in Overlord to be better.Member of The OS Baseball Rocket Scientists AssociationComment
