I have to disagree with you. Saints Row 2 is hardly any more whacky and outrageous than GTA: SA.
SA has you doing home invasions, taking over and protecting gang territory, customizing your character in the gym and barbershop, racing cars around the city, customizing your cars (which was entirely made useless and frustrating by the garage bug), using weapons like a mini-gun; a flame thrower; a rocket launcher; even a heat seeking rocket launcher, flying around in a fighter jet and even sky diving out of it...
Saints Row 2 is basically a jacked up GTA: SA. Yes, it takes things a bit further in areas, but at it's core the game is a jacked up GTA.
The two games are entirely comparable; especially the areas of SR2 that I thought GTA really dropped the bomb on. I'm not saying GTA IV wasn't a good game, it definitely was; but I was greatly disappointed in it and never even finished the thing. They decided to start going for a simulation game with the fancy new 360 Hardware, and I just didn't like the feeling of it - driving was no longer fun, customization was taken out, all of the things that made GTA: SA so damn fun were just taken out and the series was kind of rebooted in a way. It's like they started to take themselves a little to seriously and forgot that what made the series so fun was that it was silly and insane and didn't take itself seriously most of the time.
The GTA series is very comparable to the Saints Row series; however GTA seemed to be taking a step away from what the previous games were, and I wasn't a big fan of that. I'm hoping that this new installment brings back what made the previous ones so fun, while containing the detail and richness of GTA IV.
