Interesting. I think I can of agree in a way that it doesn't feel like RDR1 completely, but I think that is due to how R* has progressed with their style. RDR1 still felt like old school GTA's in a sense whereas this game has a much more mature feel to it. I personally enjoy the mature and slow feel to this game. I really love it and hope that it is a sign of what direction the next GTA may take, but I also realize how it may turn some off.
This game still has plenty of humor to it and whatnot, but the game is put together more like a cinematic experience and not like the old Rockstar formula that RDR1 went with. It's like GTA IV was a step towards this style of game, but Rockstar didn't have the tech or resources to achieve exactly what they wanted and then RDR1 went back to their roots in a way if that makes sense. Now Rockstar was given the time and tech to make a game that felt slower and more mature like this and it led to what we're playing now.
I may be all wrong on that, but I think the major difference is that RDR1 was like the old R* and this game is slower and more mature with insane detail and cinematic value and more of what R* wants to go with. The most recent Max Payne set the foundation for a lot of this. GTA V almost feels like an outlier anymore to how R* has been making their games feel.
