The GPU is literally for all the visual aspects while the CPU is what's known to be tied to frame rates which is why PS4/Xbox One were meh because of the decade old and obsolete Jaguar CPU and even then, some games were able to hit 60FPS (like Doom Eternal and Rage 2) with that crappy CPU.
This upcoming generation, those issues are simply no more. Even PS5 without overclocking the GPU is still very much capable of hitting Native 4K and 60FPS. The difference in regards to PC is that not a single game is ever optimized for it because how can it be when there's numerous combinations out there and no developer/publisher will ever be able to accomplish that on a PC because to do so would mean that they would have to literally optimize for every single combination. No chance in hell of that happening whatsoever.
Both consoles are more than capable in regards to hitting Native 4K at 60FPS locked and could have HDR as well and still be good to go. That is how powerful and capable both next gen consoles will be. It's NOT on either console whatsoever. The tech is there. The power is there. The specs are there. The developers and publishers have exactly what they need.
To me, excuses is over. A game like RDR 2 is Native 4K at 30FPS on Xbox One X but yet Valhalla can't hit Native 4K at 60FPS with a better CPU, better and stronger GPU, 16GB GDDR6 RAM and an SSD? No freaking way.
Far better and superior tech and yet, a publisher that has 15 studios and more than probably 1500 people working on Valhalla may not be able to hit 60FPS at Native 4K? Come on.
