Just throwing more devs and game designers at the project isn't going to make the game get any better any quicker, speaking big-picture. On top of that, the twelve-month release cycle is a fact of life for this series likely mandated by the league it licenses (not to mention Tiburon's parent company which expects the return on investment each year), and I would fathom to guess that they're lucky if they get to write code purely for feature development for even 75% of that time.
This game is developed over years, Madden is almost 30 years old they've had plenty of time it's not like they start from scratch every year they've just dropped the ball along the way relying on their exclusive license. The fact of the matter is that this game should be way further along now their are no excuses.

Just make them like it was two gens ago on PS2 they were way more challenging and realistic back then you actually had to concentrate. The further the field goal was the faster the meter went and the smaller the accuracy field was.
