I think that's a little too much to ask for considering the 3080 benchmarks came out and didn't show over 60fps minimums across the board. While we don't know the exact details of the graphics card inside the PS5, it's a pretty safe assumption that it'll be worse than the 3080.
Also, we do know what CPU is in the PS5, and those framerate drops could come from CPU bottlenecking. Odds are MLB 20 will be locked to using only 4 threads (thanks to bring originally programmed for the PS4) so it's only the per core clock speeds that will improve that bottleneck, which are marginal.
And then you have engine limitations and possible porting issues... I'm not saying 4k 60 fps locked is impossible, it's just a much bigger ask then you realize. 1440p 60 fps is much more in the reasonable and achievable range, though I wouldn't guarantee that either.
Frame minimums are such huge hurdles to get over.
