AFAIK, Defensive Skill will change the AI's aggression attribute. It seems to have been 2K's staple to make sliders be a bit confusing, but at the same time it does make a little sense.

So for those having penalty call issues the game does this weird thing where it defaults the strategy to Automatic. I've found by increasing all the player aggression, lowering composure and setting Roughness to 100 Manual for the AI at the start of each game I get between 2 - 8 pens a game from the AI. Not much hassle to quickly change side and do this but annoying.
