I'm having the same issue. What is an "inbounds line?" It sounds like they mean they have to line out on the sideline, but I'm sure that's not it because it makes no sense at all. Do they mean the hash marks?

Go to about 3:35 and he says that they require "one outside the numbers and at least three people to be outside the inbounds line, or the hashmarks."

Banning of shoulder and forearm shots to the head on "defensive" receivers.

Actually, downed defender hitting a QB will still be implemented. From that same article:

I'm surprised the wedge thing didn't happen after the Kevin Everatt thing.

It was mentioned at the time of Brady's injury (and after Palmer's for that matter) by Mike Peirera on NFL Network that he would ask refs to call it as unnecessary roughness.

If they were really concerned with player safety they would play on a slower field. Like they did in the 70's and 80's (astroturf was slippery when wet).
