It's possible. There's a much greater chance a team will work in Winnipeg, Hamilton, or Quebec City.
It means the NHL should be far more careful about which markets it chooses. Put franchises in places that have a better chance of succeeding. Hockey was NEVER going to work in Phoenix, but SLC or Vegas or KC magically will? Really?
I'm not sure how you define "success". Both those teams were in the bottom 10 in both ticket revenue and local TV ratings. The bottom 10 teams in terms of local TV ratings (numbers, not percentage):
21. Colorado
22. Anaheim
23. Dallas
24. Columbus
25. Phoenix
26. Carolina
27. Nashville
28. Tampa Bay
29. Atlanta
30. Florida
This is despite the fact that half of these teams have won Stanley Cups over the last 10 seasons. But hey, I bet Indy and Vegas will buck this trend! Why not give them a shot?

That teams placed in markets that like hockey make money and lots of it, regardless of market size or on-ice success. That's the whole idea, isn't it? Supply and demand? Put teams where people like hockey and are willing to pay for it? When the NFL had their most recent expansion, they chose Houston, figuring that Texas likes football. Wow. Novel idea.
Those aren't the "big" Canadian teams, they're ALL the Canadian teams. ALL of the Canadian teams were more successful than Detroit, Boston, Pittsburgh, Washington, and San Jose. The Oilers are far and away the smallest market in the league and finished dead last, yet they made more money on ticket sales than the Penguins or Red Wings. More people watched the horrible Oilers on local TV than those who watched the Avalanche, Stars, Ducks, and Blue Jackets combined, despite having a population that's a small fraction of any of those other markets. If the Oilers can generate more gate revenue than the Red Wings, the Jets can generate more gate revenue than the freaking Blue Jackets.
