I think I’m leaning towards it being a penalty. It looked awfully clumsy by Jones. Shoulder-to-shoulder is fine if both players are coming together but Jones looked like he barged in.

The first replay angle I saw, I thought it was iffy as it seemed like players coming together. But like you said, it was less shoulder-to-shoulder and more of Jones coming in from behind, late, poorly positioned.
